Anyone know if you can 'stack' the Costco $60 off a set of 4 tires rebate for executive members and the Michelin $50 off a set of 4 tires rebate?

Would it be cheaper to purchase a set of Winter tires NOW or closer to when the winter season begins?
Also, is there significant savings if buying from an online retailer in the US and having them shipped up to Vancouver? I will be travelling in the US next week and can probably claim them as part of my personal exemption limit to avoid paying any duties/taxes on them.
Can you guys recommend cheap/reputable online retailers?
