So, I got up this morning, left home and listening to the radio when they announced that temps were -20. Didn't felt like it and remembered, we haven't had this weather in such a long time. Such that I forgot that it is iced cap season!

I have no idea where you are. If it is southern Ontario, yes.

The cold winds we have been experiencing traveling ... eastbound at our .. Ontario province are soon .. clear. Efforts are underway to restore normal scheduled weather. We apologize for the inconvenience.

January thaw on the way for GTA
The extreme cold will last until Sunday morning in the GTA, but we’ll get a moderate thaw next Thursday, with a high of 5 C.

I rarely hear the word WINDCHILLS (plural)

Mostly just windchill in the singular, typically followed by “of”
As one usually looks at weather on a day to day basis

Or if talking a varying rate of windchill / windchills (so plural rates) then other words are used as the modifier to convey that

So...

Tonight’s overnight low -16 C with a windchill of -33 C
Or
Tonight’s overnight low -16 C with a windchill varying between -20 and -33 C
Or
Tonight’s overnight low -16 C with a windchill in the range of -20 and -33 C

I see it the same way as any other weather related item
Temperature, Wind, etc

Tonight’s overnight temperature -16 C
Tonight’s overnight temperature varying between -16 and -33C

However when looking a string of dates then ya it could go plural

Next week expect daytime temperatures between 0 and 5 C
Next week expect daytime highs between 0 and 5 C

Next week expect overnight lows to be between -20 and -30 C
Next week expect overnight windchills to be between -20 and -30 C

Lol, just my 2 cents
Probably worth very little
