Anyone who is lucky enough to have been given the rebate before taxes is just lucky and the store will find the reimbursement cheque they get from the Government will be less than what they applied for because they applied the rebate wrong. I'm sure it has been cleared up by now as I'm sure Head Offices would have told their retail stores on how to properly apply the rebate.
I just checked my bill from Costco and i've done the math both ways with the discount both pre and post tax with the end result being the same

Managed to snag this deal....ordered few days ago from Lowe’s with the Save %20 code.

The math would be different:

$1000 + 13% HST = $1130 - 250 = $880

$1000 - 250 = $750 + 13% HST = $847.50

Your gain would be the Government losing $32.50 in taxes. (BASED ON $1000 for simplicity)

Got a delivery notification regarding my hoses, so I checked my order status on Lowe’s website to get tracking code and I was charged full amount more then $1900 with the discount not applied, however in my initial email the discount was there.

So I call Lowe’s support and she looked into it...I chatted her up a bit and she was a bit confused, she called me back and said “she will manually over ride the amount to $1556.

I’m not worried because I got a confirmation email about our chat.

Well, if that really happens, congrats, you cheated the system. Lol...

Major Appliances were supposed to be excluded from the 20% discount, hence the reason why the IT probably caught it and removed the discount. Now if the CSR (who's obviously clueless) okayed it, then thank your lucky stars. The big question now is whether you'll be in for more customer service fights if her manager or management above her override her. Hopefully not.

But in order to get the 25% rebate, it needs to be done on store level, so they may have to return the items and resell them so the computer system can apply it. So, you may or may not be in for a fight there too. Hopefully your credit card company doesn't flag your card and freeze it either for too many high value transactions (I've had that happen before when I did an online buy/return/re-buy at Best Buy during one of their VIP sales).

Second calculation is wrong. Rebate is calculated with before tax amount.

It’s either 1691 x 0.75 x 1.13 = $1433.12 (rebate first)

OR 1691 x 1.13 - 1691(0.25) = $1488.08 (rebate after tax)

Some rounding errors but you get the point.
