Outside faucet drips and I can't turn off the inside shutoff valve

The outside faucet drips, and it'll fill a bucket within 3 - 4 hrs. The inside shutoff valve can't be turned (probably hasn't been turned in 60 yrs), and I tried using DW40 on it (stinking up the basement!). Since it's freezing outside, do u think I can just leave the hose attached to the faucet and hope no pipe bursts? Should I wrap the faucet with rags for insulation?

If it's dripping it less likely to freeze, but it still could. You shouldn't have the hose it though. The hose will freeze and could burst. Why not replace the faulty valve inside?

Had the outside always been dripping?

Maybe get the inside shut-off replaced and deal with the outside in the spring. I think the recommendation is to just leave the outside valve open. Alternatively, it's supposed to be warm this weekend (if you're in the GTA).
