A field that is not protected by a licensing body can easily be outsourced. Doctors, nurses, dental assistants and other established health care disciplines are all protected by a strict licensing process. I'm not sure what medical information technologists do.

Outsourcing Jobs...
In Canada, are we outsourcing Medical Informatics Technology jobs?
I've heard that it's being outsourced to the Phillipines.

I think what you're talking about is medical transcription. Most of the medical transcriptions are outsourced to 3rd party companies in either Philippines or India.
Medical transcription is the manual keying of a doctor's dictations into text files- hence the reason why hospitals and companies outsource most of it. As far as other jobs in Medical Informatics, I'm sure it will not be outsourced due to the nature of the jobs.

the core skills across all industries for information technology workers are the same or generally overlap greatly. It's just that special small subset of skills within each of their industries that may differ. No IT worker is immune to being outsourced as long as the job can be done remotely, though depending on the demand for that specific subset of skills, the chances may be better (of not having the job sent overseas).

It is being outsourced. It may not be all of it, but a big portion of it is being outsourced.
Companies like Nightingale for example, handles many medical transcriptions. But there are many times where these companies either
1. Cannot handle the amount of work they receive from the hospitals, or
2. Want to save money
That's where 3rd party transciptionists from Philippines and India comes in. They take the over capacity jobs/jobs sent from Canada or US, enters the dictation overnight, then sends it back to Canada or US as text format.
