I assume u mean renting. Its really up to the landlord. Our old landlord let us paint it a different colour, but not sure about painting (artwork).

Painting in an Apartment
This may be a dumb and obvious question, however, moving into a new apartment - are tenants able to paint the walls so they're something other than plain white?

you would have to ask the landlord if you could paint it in the first place. then ask about colour and design options for painting it...and i don't think dark colours and artwork are popular with landlords since they would need to remove that paint if they were to paint over it with a lighter colour, costing them more money
