A bit of a newbie question...

If a parking sign says: "No parking 12:01am-7am except by permit", does it mean that someone WITHOUT a permit can park from 7am-midnight?
Is there a time limit?

Yes, you can park 7am to midnight. The time limit depends where you are, there might be local by laws.

It is probably a 3 hour parking limit, outside of the hours listed on the sign. Otherwise another sign would indicate the time limits.
