We just got out daughter's passport without a birth certificate.

they will issues you a 1 year passport if you have travel booked within 60 days and have a "Travel letter" from your city.

I got the "Travel Letter" which has all the info submitted on the birth registration form from the city of toronto. Walked over to the passport office and had a passport within 15 days.
