It's a pretty hideous backpack, even for $59. What makes this a good deal?

I usually buy loud backpacks for non business travel or out with the family Makes me easier for wife and kids to spot me and people will think twice before trying to steal it.

This bag would fit the bill

Do people really steal backpacks for the backpack itself?

No they usually do not.

What is meant by the above statement is that a would-be thief would avoid flashy backpacks as they are easier for the victim to spot once taken. A black pack could easily blend in a crowd omce stolen.

Thanks OP, would it qualify as carry on luggage?
It would definitely fit under the seat of an airplane.
