Neither.
http://retail.petro-canada.ca/en/mobility/2303.aspx
How much do calls cost?
$0.20 per minute for all local calling
$0.30 per minute for all long-distance calling (within Canada and the U.S.)
Are there any monthly service charges or system access fees to pay?
There are no system access fees with Petro-Canada Mobility. Currently, a monthly service charge of $0.99 is required across Canada for 911 services and will be deducted automatically from your account balance.
Will my airtime ever expire?
Yes, $20 and $50 airtime will expire after 180 days; $100 airtime will expire after 365 days. You can prevent your airtime from expiring. If additional funds are placed into your account before the current account balance expires, the existing balance will roll over to the new expiration date. Your minutes will carry forward._______________

I've been with Rogers PAYGo for 11 years. They are better than PC or 7/11, because you can get any GSM (unlocked) working with them. I have an iPaq 6955 on PAYGo right now, in fact.
$100 (+ tax) gets you 365 days expiry. I bought mine at RCSS on a "tax-free" weekend...

But I'm certain PC restricts the switching of SIM cards from phone to phone, so you are stuck with their limited choice of phones.
Tell me about it. I was thinking of switching to a month-to-month plan for data, but found out that PAYGo customers get no respect at Rogers. Better that I didn't though - I've heard some rumours about the new start-ups coming out of the spectrum auction... and I'll stay on PAYGo until they come out. Can anyone say "rollover minutes"?11 years?
just think of the tenure you could have built up if you were using month-to-month.
you could have one amazing plan right now >_<

You can use any unlocked GSM phone with 7-11 and likely PC. Both also work on Rogers locked phones. 7-11 sells their plans with unlocked phones.
7-11 has 365 day expiry for any amount purchased and refreshes any remaining amounts. Beyond the $0.99 monthly charge there is no monthly minimum. Last year I bought a 7-11 plan for my wife and she spent a grand total of $50 for the year to have a cellphone at her disposal._______________

Then I stand corrected. I thought I remember hearing somewhere that PC Mobile did not allow switching of SIMs into other phones. I knew you could switch the 7/11 SIM, but you also have to pay upfront for the phone in the first place.
Now, if only either of those two had data plans...
