People buying blacklisted samsung/iphones?

Supposedly, there's ad in Kijiji states they will unblock a blacklisted phone. Hmmm, is it legit? It looks like a cell phone repair shop out in Kitchener.

Other countries did not join the gouge program either. The blacklist does not benefit anybody other than the greedy providers.
It helps mitigate insurance fraud. Without it, we'd all have higher rates for insurance most likely. The end consumers usually end up paying the price.

It's by changing the IMEI.

Many countries have their own version of blacklist program. The key difference is that they are not interlinked yet. So a blacklisted phone from NA will work in Europe and Asia, while a blacklisted phone from Asia will work in NA. Also, it does not require a lot of effort to change the IMEI. I have forgotten but there were ways to modify the IMEI even back in the Symbian days. It is relatively easier on a rooted Android.

To my knowledge, it depends on where. I know Japan tends have their own blacklist, but i'm not sure anywhere else.

This would make sense, as Japan is "the" Asian country now known as first world. You can get a first world standard of living in many other Asian destinations, but Japan would be the first country in mind in Asia to run a phone blacklist.
