Without receipt? What if you have receipts, is it a higher per diem. Some companies I have dealt with will provide a rate without actuals but a maximum of somewhat higher if supported by receipts.
As far as hotels, it is the same thing, if you do not provide actual receipts, then you get a fixed amount but, with actuals, you get what you paid (unless there are restrictions or your company has a corporate rate with certain hotel chains). I would hate to try and find a hotel for $110 USD in New York, Chicago or LA.

No receipts required, or desired, just the flat rate. They always travel to remote locations, though, not big cities, so maybe that's part of it.
I've always thought it was an adequate rate, though. That's enough to eat decently in any small town in the U.S., especially as it's probably only dinner that would be a sit down meal.

$110 is listed, and I'd agree it would be hard to find a hotel in the metropolitan area for that amount. Thats the accounting dept. problem, but typically I get a choice of 2-3 approved hotels.
Personally I've never gone to California on work detail, so I can't comment on the choice of hotels. However, I'm in Washington DC & area on numerous occasions and its either Hilton/Marriott affiliates.
Only receipts needed would be a rental car but its typically not included since hotel is close to where I need to go.

$78/day within Canada, $108/day for international travel. Hotels are arranged and paid for separately by the company.

Well, I guess it's an average amount. Our comany pays USD $60.00 for meals, hotels, car rental and gas are paid 100% with receipts. If you pay for a business dinner more that 60.00, you expense the rest.
