Picture on TV not clear
Just bought a HTPC with the following specs:
Athlon Phenom II x4 810
Gigabyte GA-MA785G-UD3H
Currently using the onboard Radeon HD 4200 and using 1920 x 1680 resolution. The picture isn't as clear as my old setup which is a A8N-SLI Deluxe with a 6800GT video card. I was thinking the onboard video isn't as good and should invest in a <$100 video card. Also using a Sharp Aquous 46" 120Hz as display.

It is definitely the onboard video. Shoved the 6800GT in the new build and offers better video even on 1280 x 800 resolution. Which video card should I get that offers good performance (not a gaming machine) with HDCP?

Onboard 4200/3200 ATI video is fairly capable and is better than anything less than or older than Nvidia 7600 in terms of video rendering especially MPEG4 variants.
ATI is a major PITA to setup, the interface of the newest CCC is just garbage and clunky. There is no good 'default' setup so to speak. There is often an underscan that needs correction.
