^If you are downtown, people will show up for Legendary raids. You don't need a group.

If you are in high traffic areas, I'd suggest just waiting around. People usually show up. Some people drive by raid spots and see if there are people waiting. If there are, they usually stop by. I'd say 8/10 times I've waited in high traffic areas, enough people end up showing up to do them. I only play casually now but doing a raid a day is nice and not too time consuming. The only time I tried to get the Lugia, there was a group of people from the Reddit PokemonGO Toronto thread that are so hardcore that
they travel around Toronto trying to get to the major ones (Lugia, Ho-Oh, Articuno, Moltres) but I arrived after they had already finished catching it.
They offered to take my number down to notify me where to go next
but I am not that hardcore into Pokemon GO to spend that much time on it.
I managed to catch a Lapras which seems to be more useful since you can leave it behind to defend Gyms (unlike with Legendaries) and random
people seem to like to feed it more than other types of Pokemon.
