Define popular?
I can list at least 30 that I never watched.

TV.com has their most popular. The top ten alone there's only two I watch and one of them is my all-time favorites (GREY'S Anatomy), the other is Super Natural which I tried following and watched about 10-20 episodes.
On top of my head, I've never seen...
Lost
MASH
Jersey Shore (it's popular right?)
How I Met Your Mother
Breaking Bad
Like OP The West Wing, NYPD Blue and ER is on my list too.

Popular show? I never watched a single episode.
Are your friends and peers shocked when you tell them you've never watched a single episode of their favourite show?
While I can't say they are over-rater or what have you. Maybe they're great, but I they simply did not catch my attention.

Do you not have a TV?
You missed some good shows there, like Lost and 24.
I've never had any interest in tuning in to 2.5 and Raymond either.
More surprising is that I never tuned in to ER or NYPD either. I was likely watching a different, non-med/cop, show on at the same time, or doing something more worthwhile than watching TV.
I've never tuned in to any Dancing... shows, except a quick glance when Woz was on.
Same with Idol. I once watched an episode because nothing else was on at the time, because it was one of the early rounds where the truly awful zero-talent giant-ego contestants show up, but even that wasn't enough to draw me back. I've not tuned in to any of the various Idol clones either, as they all seem designed to create an artificial one-hit-(not really)-wonder. The only show of that sort that I tuned in to was Rockstar, since that show had experienced, raw, talented rockers - several of the better ones being Canadian. Sadly even that show's two seasons were just self-centred publicity efforts for the attached bands.
Oh, and speaking of self-publicity, there are those Bachelor shows. I have zero interest in them, but a female friend got me watching an episode at her place once. I only watched for a few minutes, but I knew I recognised the boring lump that show was centred around. It was actor Gerry O'Connell's wooden brother. He rode his brother's coat-tails onto the final season of Sliders, even though he had less acting skill than a plank, and even on Bachelor they apparently had to drag in his brother to help him. Out of that list I've only seen HIMYM in the top 10.... Big Bang Theory, Hawaii Five-0 and 24 in the top 30. Probably about 20 more in the top 100.
Notible recent/current shows, I haven't ever seen an episode:
Glee
House
Lost
30 Rock
Dancing with the Stars (with exceptions to American Idol and X Factor, all singing/dancing/talent competitions can go on this list)
Bachelor
Grey's Anatomy
NCIS
CSI anything
Breaking Bad
Dexter
The last two are shows I would be interested in, but never got around to watching. I should as two shows that I watch well after was the entire run of Sopranos and the first season of Game of Thrones... both were great.
