Possible to make free PC to phone calls internationally via VOIP?

I'm looking for a way to make 100% free international phone calls from a computer to a mobile phone over VOIP (using its data plan, not cell plan). Specifically, calls from Mexico on a PC to Canada on a cell phone.

I've looked at Skype, Google Talk, Viber, Dell Voice, Vonage, JahJah, VOIPBuster, VOIPStunt, VOIPSnot, VOIPKickyouinthenuts.... and I can't get anywhere with this! Though I feel it's just somewhere around the corner....

I don't get why you can make free international PC to PC calls with Skype, but its not free if the Skype app is installed on a smartphone, and the smartphone is using the internet? A smartphone is just a small computer!

Dell voice pc application works anywhere in the world. It gives uves you a canadian number. So in yor example of being in Mexico, yes you can call home for free.

Same with the vonage apo but i think it is only for cell phones.

Hmmm.

Skype works fine on my iPhone. Should work fine on others too.

Tested it by asking a relative to send a Skype call from their PC and putting my phone on airplane mode and then enabling wifi. Worked fine.

Also google hangout worked fine too.

Not sure why you are unable to do that.

I'm pretty sure skype lets you do this. Could be wrong though.

It does.

Both my iPhone and wife's one x accepted a Skype call from a PC in Asia just now. I put them on wifi only just to make sure (enabled airplane mode to disable cellular) and still works. Enabled cellular and data and still worked.

Also tried google hangout and it works.

It's been very confusing for me doing research on this, to try to find out what is and isn't free, re: international calls from PC to Mobile over VOIP both ways. So as far as I can tell, much of what has been suggested so far is not free. Example:

Dell Voice not free internationally:
Rates for other countries: http://www.dellvoice.ca/ldServices

Vonage is not free internationally.
Rates for other countries: http://www.vonage.com/international-voip-rates/
"When calling other countries, making a call with Vonage Mobile costs, on average, 70% less than major mobile carriers and 30% less than Skype™. *** "

"Google Talk" not free internationally:

"Also important to know is that calls with Google Voice are free only if you call numbers based in the United States or Canada. Calls to numbers outside the US and Canada will incur a small per-minute fee."

"Google Hangout" not free internationaly:
"Calls to phone numbers in the U.S. and Canada are free, and callers can buy credit to dial out to international lines."

"Google Voice" not free internationaly:

Skype: ...
.The jury is still out on this one!:

I just did a test, where I asked my caller from Mexico to call me in Canada on her Skype account on her PC, and I received the call through my Skype app on my android mobile. I had placed the phone in airplane mode, with the wifi on. So it seems I can receive international calls! But! All I heard was about 1 second of my caller's voice. I was talking but heard no response, and then Skype ended the call. Yet I've done tests locally, where I call on from one cell phone to another in the same house, and the call quality is fine.

Still.... it looks promising! Should I assume if Skype app takes the call, it will not go on my cell plan?

You can use google voice to make calls from a pc in mexico to a cell phone in Canada for free... The person with the pc will need to dl hotspot shield... This will make google think the pc in the usa... I have taken my laptop to mexico before and called home with this method... Then I just plug this in to my pc works great....http://www.amazon.com/Greenline-Distrib ... B003DKL4JA

I'm not sure your meaning of international call.
Basically it depends on the country you are calling TO, not FROM. EVERYWHERE in the world that has internet access can use vonage to call US and Canada for free (or Dellvoice to call Canada for free).
But if you are calling TO somewhere else such as France, HongKong, Japan. You need to pay the specific rate for that country. I don't think there is any free way to call internationally.

Instead of depending on third party sources which are clearly confusing you from the post, why not trust us actual users?

I believe you are trying to call a number in Canada from the PC in Mexico which will definitely not be free.

However, you can call your skype/google ID using skype/google hangout (which gtalk uses btw) from a PC and it WILL be free.

The skype/gtalk/ghangout apps on smartphones can receive free calls from another ID as long as you are connecting through your ID, not your Canadian cell number.

So why not use the ID instead of calling a number and incurring charges? For example, instead of calling 416-xxx-xxxx from the PC, why not call <insert skype ID> or <username@gmail.com> instead? That is free. I have been doing it for months.

Calling TO Canada (on mobile). Calling FROM Mexico (on PC). I'm not sure how Vonage works, as you are relating it. Does the caller have to subscribe to a paid Vonage service? Does the recipient, who is receiving the call in the US or Canada, from a foreign country?

ALL: Thanks for the suggestions, all. I've tried Skype (from Mexcio PC to Canada mobile) as mentioned, and although it worked, the connection quality made it impossible to have a conversation. I am going to look into Dell Voice, Vonage, Grooveip, Talkatone, GTalk, Google Hangout.

However, I just can't ask my party in Mexico to try to install difficult to install programs like IP spoofers. Myself I have found it really difficult getting Hotspot Shield to work; ie. Especially if I am trying to watch videos on Hulu!

(BTW, I found a way to transmit free SMS messages, through an app called "Jaxtr", if anyone needs that...)

Hotspot shield takes 2 min to install... Real easy to use....IF you want to make free calls from pc in mexico you are going to have to find a way to spoof the ip to make it think its in the usa or canada to use voip..... Either that or pick up a magic jack or a nettalk...
