Is it possible to self-clear customs at the SEA PORTS? (eg. port of vancouver)

so i'm buying a big electric bike overseas and it seems the cheapest way is via sea ~$150 , but the seller told me I have to self-clear customs at the port of vancouver. How does it work exactly? Does the port call me to say that it has arrived then I drive to the port, and do paperwork and pay for it and load the physical item to my car? I've never driven to the port, im not sure if i'm even allowed in a civilian capacity?

Thanks

Is your pick up point at the port of Vancouver? Otherwise, you can also opt to self clear at CBSA right outside of YVR (at least that's how the maps show, I never really import anything internationally.. except China, which they always fake the customs value).

thank you! yes i THINK its going to arrive at port of vancouver (it's by sea... are there other ports)? i wouldnt think they would move my parcels to the YVR location.

i'm abit fascinated by how all this works actually.
