Prepaid or monthly, cheapest for very light usage
I've read through here, and helped a friend to get a petro canada prepaid plan, it's rediculously cheap, comes out to like 7$ a month (we used an old, unlocked phone).
Now I'm looking for a phone that would be for emergenies only, that being said, i don't care if it costs 1$ per minute for calls, since it would only be used, well, lets hope never!
Anyone in the same boat, or that can suggest what I should look into?

If it's only for 911 emergencies, you don't need to pay anything, you can always dial 911 on a phone if it's within range of a compatible tower, don't even need a SIM card.

That's true, but if your car breaks down and need to call CAA or someone to pick you up, you'd be out of luck...

True, but it also runs out from your prepaid 25$ / year, right, so you really only need to pay 25$ / year if you barely ever use the phone, no matter what.
~2$ a month isn't too bad, but I'd hoped there still be something better 
Anyone else used or heard of any other providers? Similar or otherwise.
Actually, is there anyone here even using the 7eleven phone service?

I use Rogers prepaid..
$100 for 12 month, I take the $3 per month for the unlimited incoming text and 30 outgoing.
It includes free voicemail.
it's very cheap and you can talk enough each month with the $ (it's $0.25 per minute)

I don't believe there is anything cheaper than Speakout available in Canada, when looking at minimum annual cost.
Actually, is there anyone here even using the 7eleven phone service?

I'd recommend 711 SO.. It's Rogers service so they're reception should be top notch and what not..
Also $25 for 1 year Is pretty good.. Although It eat's $1.25/monthly from service fees.

I have both 711 and Rogers pre-paid. Rogers pre-paid works in US but not 711. I travel to US often, I need a phone that works in US.

Telus has a $100 a year plan also. The cost per minute is $0.30. At the end of the first year, I had $89 carry-over to the next year. My second year is over in March and right now I have $138 left in my account.
