Proposed Graduated License Changes - Under 21

Interesting Article, all you guys that are under 21 better keep an eye on this one!

The Ontario Government recently announced proposed changes to the Graduated Licensing System whereby there would be new restrictions for drivers under the age 21, which would include alcohol restrictions, limits as to teenage passengers, longer graduation periods, and tougher penalties for offences.

One can easily see why youth feel picked on by these proposed changes. First of all, the alcohol restrictions would be to Graduated License AND FULLY LICENSED drivers under the age of 21. Can we take this to mean that they are increasing the age of majority to 21? Graduated License holders already have alcohol restrictions in place.

No, only for those with a novice (G1 or G2) driver's licence.

I hate this law and I hate graduated licensing. Young people under 21 are getting a taste of popular lawmaking. This has little to do with the safety of drivers and passengers but everything to do with over reaction to an incident for political gain. Besides the cost of the administration, there is no cost in enacting this legislation and it makes it look like the government is doing something.There is though, a huge potential for revenue.
I was young once (OK, no model T jokes!!) and think that graduated licensing has had no effect other than to line the pockets of Government and it's private partners from driving schools to testers. I also believe that the graduated licensing has done nothing statistically. I have yet to see any empirical evidence that there is a substantial change or improvement in any driving parameter for young people as a result of the graduated program.
I actually believe there was a trend towards improvement up to what, 1996? and then it stagnated. Legislators, lawmakers and crime fighters all think this is the best thing since sliced bread but I am not convinced. Show me side by side identical evidence that proves that all the expense, waiting and regulatory hoops and ladders has really made a big difference.
I know far more good young drivers (or as many at least) than older mature drivers. Nail the little old lady doing 80 in a 100 zone and not the person trying to pass her. In my opinion, we have a multitude of laws aimed at driving infractions. Use them to the fullest and then people will learn.

The literature is filled with success stories about graduated licensing in widely disparate societies and locations; google "graduated licensing study." It really does save lives.

We have the same thing in BC, except it applies to everyone with the Class 7/7L license (regardless of age, takes 4 years to complete both).

This law happened because a bunch of drunk underage teens (none of which had ANY license) crashed a car and a bunch of them died due to their stupidity. So it was purely a populist more here as well...
