Question about Expired/Renewed OHIP CARD

My OHIP card had expired a few months back and I had no idea, I just had to go to the doc a couple of days ago, and they mentioned it to me.
So I went to Service Ontario to renew it, since it won't let me do it online.

When I went there, they gave me a piece of paper and said the new card will arrive in a few weeks, took a new picture. (Im a citizen)

Now, this piece of paper says the following in order.

You are eligible for OHIP Coverage.

Your new health card will become effective on 2018-09-29

Your new health card will have a version code of FV
(whatever that means)

So why is there a 1 month gap, does that mean I am not covered if I go to the doctor before 29th september? How can a citizen not be eligible for OHIP?

Is this a mistake?

Your Covered.

Even if you show up at the hospital with no health card you will still be seen. They wont let you just die in the street.

I had my red and white card until 2 days ago. Everywhere I went had signage that said they didnt accept. but when i pulled it out they took it without questions.

Not a mistake and no worries. The health card number and version code is used by hospitals and physicians to bill OHIP. As long as your card is valid, they can process the services rendered so they can get paid.
