Question Re. Installing Vista

I am not a techie and have a stupid question which has probably been answered before but I wouldn't know if my question is similar:

I currently have Win XP Pro installed and I am receiving Vista Home Premium upgrade CD. I also have the original Win XP reinstallation CD supplied by Dell.

I am in no hurry to install Vista, but I wanted to know if (once I do decide to) I can install Vista fresh with the upgrade CD. I prefer a fresh install as I feel that my system is running a bit slow.

Please be gentle as I am not technically-inclined.

Thanks Amourek. That's good info to know. Hopefully that website will be active when I actually do install Windows!
