Question regarding contract with home phone provider

My parents recently signed a 3 year contract with a home phone provider (not Rogers or Bell). It is a rather large reputable company. We are past the cooling period for the contract. However, the service has been very unreliable and there has been a lot of disruption to the service in the 2 to 3 weeks that we've had it. Many times I've needed to call home it says the number is not in service etc

My question would be is there anything we can do to get out of the contract? The rep said that because we agreed to the terms we have to pay the cancellation fee...which is fair...I guess...if they were actually providing us with the service as promised. The service doesn't even work 80% of the time. What's the point of even having a home phone if you can't even be reached.

Doubt it was because of the commercials as we don't even have cable :D
