To my knowledge this should be a new campagin. Correct me if I am wrong, and if this is a repost.

I have seen past promotions for a free red dress pin only.

If you have a different email address try using that. I am assuming that you signed up for one of those previous campagin(s), hence their system won't let you register for this one. Let me know if that will work for you.
