Recommendations for a sedan or suv with low insurance rates and good mileage and reliability . Looking either new one or used one (less than 30000kms). Planing to use it as a commuter vehicle.

You won't find answer to your question here about low insurance rate... Insurance premium is so personnal, it depends of where you live, your driving experience, your age, even if you park your car ina private driveway or on the street... So many factors comes in insurance pricing that no one here will give you a good answer

Recommendation for a commuter car or suv . I'm looking for a reliable car with low insurance premiums and gas consumption. Can buy either brand new or used with very low kilometers and just 2-3 year's old. I drive a lot to work, almost 200 kms everyday.

People who drive long distances, and who own Chevy Volts have nothing but good things to say about their cars. 85km electric range.

Cruze Diesel is something else that makes sense. Official rating is 5.0 L/100km, but I have no doubt that real-life consumption is easily lower.

Or a used Golf Diesel. Golfs are very comfy highway cruisers for their size.

I'm driving a 2016 Civic, purchased a few months ago with 16000 km on it. Since then I've put close to 5,000 km on it, city and highway and averaged 5.9 lt/100 km.
Fantastic fuel consumption and potential for good reliability.

Toyota Corolla, or even a Yaris. Not sure how any SUV would even be in your consideration.
Prius C if you want a hybrid.

Used Sonata Hybrid, Cruze Diesel, Corolla or Elantra.
