remote keyfob issue on 1999 Acura EL

I've been having a problem with the lock button on my remote keyfobs on my 99 Acura EL for a couple of years. The LED comes on when the lock button is pressed, but it does not lock the doors. If I press the unlock button and then the lock button right away, most of the time it will work.

I have tried both remotes, it happens with both.
I have tried replacing the battery, to no avail.

Any thoughts? Is there a problem with the receiver? I'm reluctant to take it to the dealership unless I really have to.

i'm having the same problem, my fobs are really flakey,

i got the service manual for my car and i think blew a fuse or something as well as i could have a defective keyless responder
