You may need to book the entire restaurant for that many people.
For my wife's birthday I booked a small restaurant (Mexican - around the corner from my place) for about 30 people. Went from 3 - 5pm so they could focus just on us.
Set menu - worked with them for a tortillas/salsa on every table and only 5 items from their regular menu for everyone to choose from (less chances of delays and mess ups) No alcohol, only pop/juice.
CASH plus a very nice tip._______________
It's pronounced Throat Wobbler Mangrove

If you find one, be prepared to put down a substantial deposit when you make the reservations.

Jack Astor's by the Scarborough Town Centre has a glass enclosed room off the bar that I think is large enough for 60 people.
cheers
