Depends on the levers mostly, as the head is different. As long as the head type is correct, you should be fine. The one you linked is for MTB-style flat bar levers. It doesn't include housing, though.

There are obviously performance levels with cables and housing, but if you haven't replaced yours in over 10 years I think a value option will be fine.

FRONT BRAKE
Tektro 2D linear pull, cartridge pads
REAR BRAKE
Tektro 2D linear pull, cartridge pads
BRAKE LEVERS
Tektro 1.0 forged alloy

Yes - so long as it's MTB compatible. The one you linked initially should be fine too but just needs housing to go with it. In my opinion for something as safety critical as brake cables, it's worth it to spend a bit more on a name brand like the ones you mentioned.
