Does putting in a future cancellation date trigger an email and/or phone call from winback or do you actually need to officially cancel the service?

Setting up a cancellation date will do the trick. Usually people do it for a month or so in advance (gives you ample time to find an alternative if you're actually leaving, but also room to make multiple calls to winback if you need it...)

Just had a chat with Rogers to go over promotions as my current one ends September 17, if you can call it that. I took my current offering as it was last minute and figured would renegotiate this year even though it was really bad.

Current:
30 unlimited 250 GB limit 47.99
$10 Modem
Popular TV with HBO& TMN 53.84 (54.94 +19.99 hbo with a $20 bundle discount
Home phone - unlimited north american ld 19.99
= 131.82 +tax

Was offered:
ignite tv with popular cable , 150 unlimited and free phone for 174.99 - which I think is pathetic
or
my current services for 158.99 which I also think is too high

They are trying to claim with these promotions that these are good as I would go up to 222.35+tax without. They are really plugging their ignite tv package but I already have netflix.

Asked to cancel for the 17th September and I would review elsewhere and then told they could but they advise me to browse first before I choose to cancel, as once they process it they cannot opt me out of the cancellation. I agreed to receive the transcript but think I will cancel.

I looked at Bell and they were only offering:
Fibe TV Better + 4k PVR +Fibe 50 with Homehub 3000 modem & home phone lite
either $177.80/mo for 24 months with 140.80+tax for 12 months
or as welcome bundle
1st 2 months 109.85, 3rd month 129.85 and then 140.80 from 4-12 months

I think Rogers can do better so am I best just to cancel then and get the winback call? Or should I consider the Bell offer for a year?

You should definitely cancel and also tell Bell if they can do the installation on the 30th or some other day and if they can cancel your existing Rogers line. This should give you ample time to contact winback a few times. If Bell puts in the cancellation notice, Rogers will definitely notice that you are transferring to their competitor and winback may give you an easier time because of that.

I put a future cancellation request in last week for later this August, but haven't received an email or phone call as of yet. I guess I will keep waiting.

Nope. I called to speak to retentions and didn't like the deals she was offering. CSR said he offered the best loyalty plans she could so I said I understand and asked to setup a cancellation date. Suddenly someone with more clout arrived and offered me the deal.

I didn't ask. I've had the sd box for a while and have it for a tv in the spare room that isn't hd...

I didn't need to do it this time around but last year (not sure if processes have changed since then), I called them and told them I got a missed call from this number and it showed up as Rogers. Others have mentioned that if a reference number is required, that it is usually your account #.

For your reference, I got my winback call within two days.

Gonna call tomorrow and see if I can get a package with Premier tv for same or less.

What are the 2 specialty channels?
Cable/Internet: $110+tax - Premier, Gigabit, PVR, HD Box
Home Phone: $0 since 2016 - Obi200/FPL with Google Voice (free call Can/US)

I didn't quote any number, actually. I just said I got a call from this number and that was it.
