I've had a 416 number from Rogers for 15 years and I spend most of my time in Toronto, Markham,
Richmond Hill and Brampton. I can dial 905 without incurring a long distance charge except when
I'm calling a 905 magic jack number (but that's another story).
Recently I started visiting my daughter's new home in Burlington and on my latest bill
I noticed Rogers was billing me 0.35 cents a minute for all received calls from 416 and 905
numbers because I was using my 416 number in Burlington for about 6 days over three weeks.
Rogers didn't charge for a couple of "Oakville" area calls while I was in transit on the highways.
When I called Rogers about the $49 bill they told me there were under no obligation to
inform me by text or otherwise that I was in a ROAMING or LONG DISTANCE zone ie Burlington.
They gave me a $26 goodwill credit and I had to opt to purchase a $5 plan per month that allows me 100 minutes
for answering my phone in Burlington (ironically, just 20 minutes from where I live in Brampton!)
A big supporter of Rogers for years, for some years I've been feeling not valued as a customer of 15 years
and have been thinking of changing my service provider.
a) Am curious to know if other providers have better service and flexible, economic packages.
b) I've been considering switching my full bundle (wireless, cable TV, internet, landline) of Rogers services to another provider
if I can save some money.
As for being a "valued customer, on one or two occasions I've phoned to ask why newer customers in my family (recommended by me!)
were getting good deals (for e.g. three months of credits) that I'd never heard of, and then Rogers would match those deals! I found that quite sad that I had to be alert for such things and then call to see if I was "eligible" to get the offers.

Look for Canada wide plans, like koodo has, which allow you to make and receive calls in Canada without incurring Canadian LD fees.

Some tips! If you have been as long as you say you have with Rogers; you should be able to get some 30% off promos off cable/internet. Basically call in to cancel and they will give you some discounts.
Just say bell fibe tv promotion, and you should be okay.
Like ceredon said, check out koodo. It uses Telus' network. No long distance crap to worry about.
Or check out some City-Plans, City Fido, City Koodo, City Virgin. All sub-$35 plans with tiny differences. All of them is one large GTA zone.

And I think Rogers just raised their long distance rates to $0.45. Not certain they did it for Rogers but they did for Fido.

You need to get a Canada-Wide plan (Koodo/Virgin...or mobilicity/wind to lesser extent).
That was my deal breaker in my decision to go with Koodo instead of Robelus. I commute to Oshawa everyday, and if i were to receive calls in Oshawa from Toronto it would've been long distance.

416 area code covers up to the end of Oakville, after that it's LD.
