Disclaimer: I used to work for a cell phone/internet/etc. company (NOT Rogers, it was overseas.)
You can clone your IMEI into another phone, this was possible several years ago. (I have even done it myself, and that was over 6 years ago.) WAIT! Don't get your hopes up. The phone is still hardcoded with the original IMEI. I don't know whether or not that can be changed, but back then, it couldn't.
The software used for tracking the calls does record the IMEI each and every time that the phone is used to make a call. I know that I could see which phone I was using for which calls. It was kind of neat to do, but at that time, served no real purpose, as this carrier also didn't bother to block known stolen phones until there was a LOT of pressure for them to do so.
In short, this plan APPEARS to be good, but the fine print is what kills it. The only advantage is if you like to play the online java games on your phone and are too cheap to pay for the pay-as-you-go data rates which are outrageous. We need some real competition in the cellphone industry here in Canada, and I don't see that happening in the near future, unfortunately.

I guarantee they will come out with a different unlimted data package for their smartphones once the iphone will be released. They simply released this plan because they had to do respond to (Bell and Telus) unlmited data packages. Roger's/Fido are currently the only GSM carriers in Canada and they know they can make money on data plans that are more expensive. Since they are GSM, they can offer all the great smartphones. Surfing the internet on a non-smart phones is sh*t. They are tracking IMEI's because they know there is approximately 100,000 iphones on their network already and they want them to get off. In summary, this is a bad deal!!!

Iphone is coming
I suspect the iphone deal is in the pipe line...
This is probably a pilot plan. As you can see if the IMEI detection is successful then they can limit their sale of Iphone...
they won't push the iphone yet because they want to know what Trick(s), some users might be able to pull. e.g. someone mentioned IMEI cloning or masking
I'm not a cell phone engineer but I'm sure if you can clone or mask a MAC address of a NIC you can do the same for IMEI.
I'll probably get flamed by others but I have to give credit to the minds behind Rogers mobile dept.

Well...no good reason for the customer of course. For the provider it's a simple policy slip-streamed to increase sales of THEIR OWN products....which is what companies like to do to begin with

The rep I was speaking with said the E62 qualifies. She was not aware of the plan when I asked her to sign me up for it - she had to put me on hold and then asked me where on the website I saw it advertised.
When she came back on the line, she said the E62 qualifies, the E61 does not. I argued for about 15-20 seconds, she put me on hold, came back within 2 minutes and said my E61 will qualify.
However, unlike the Telus deal, I can't have BIS and unlimited browsing.
