This is for landline service.

Yes, yes, we know VOIP is cheaper (or free), but this is still good for people who need landline services for various reasons. Poor health is one, VOIP providers generally charge for 911 access, $35 I think.

Rogers Home Phone is still considered to be a form of VoIP. As for e911, I pay $1.50/month USD (regulatory fee) for VoIP.ms. My phone number is $0.85/month USD, and usage us about $3/month USD.

Not everyone is techsavvy like you. There might be people here looking for a low cost home phone option for their ageing parents without having to pay for internet and / or pay Bhell $30/month for a home phone.

Thanks OP! Just called Retentions and was able to get Home Phone for $19.99/mth for 2 years with call-waiting and 500 min of NA long distance.
Much better than what I was stuck with when my last promo expired 2 months ago.
