The n95 8gb from Rogers is locked and branded to Rogers. You can use all the apps but for some, there is a cost, like vision, TV, Nokia maps, etc. I bought it from Rogers in October and I think its worth it. GPS uses satellites to determine your position and there is no charge for you to use it. It takes a few minutes to acquire the satellites and determine your position. If you use aGPS to assist and make the process quicker you will be charged some fees by rogers.

As a current owner, I can answer those questions.
The phone only works on Rogers network. You CAN unlock it.
You CAN use any application on it. However, most programs require data, which will cost you. But there are tons of applications that don't. (music players, video players, games, whatnot) How you get these programs determines the cost. You CAN pirate them off bittorrent, and they will be yours for free, or you can buy them. I'm not endorsing piracy here, but that's your choice.
The GPS works like any other GPS. How to get it working, is a different story. The phone itself comes with software to get it working. The maps, contrary to most other GPS software, is FREE. The turn by turn navigation is subscription based, so you will pay NOKIA, not Rogers.
The GPS itself doesn't use any data, so it won't charge a dollar to use it, AS LONG AS YOU TURN OFF A-GPS. A-GPS basically uses the cellphone network to help the satellites in space to find your phone faster. But your GPS antenna that is built-in is FINE. You don't NEED A-GPS unless you really want to pay for it.
That said, the software that comes with the phone, sucks. Buy a software called Garmin XT. I'm using it and it provides turn-by-turn navigation and everything. However, it's a bit hard to install on the N95-8GB because it has built in memory. If you need help installing it, talk to me.
All in all, I think this phone is worth it because it basically is my all-in-one tool. I don't own a camera, so the 5MP camera is great for me. I don't have an iPod, so I use the phone as my MP3 player. I don't own a GPS unit, so this phone also does that for me.
And hey, if its free at Source like that other guy said, I'd say its a good deal considering I got this phone for $700 when it first came out.

Well if it was only $199 retail, then yes. But I assume you mean $199 on a 3 year plan. And at that price I say NO
TSCC is/was selling this phone for $0 on a 3 year plan, and some places were selling this for $50 on a three year in the summer.
Get a better deal on the phone, hell the E71 is brand new and has been as low as $49 on a 3 year plan.

Okay, just picked up a N95 at The Source. Got the $17.50 plan, phone cost is $0 for a 3 year contract. The $17.50 plan doesn't include any data which is okay by me, but should I be worried about accidently engaging in anything to do with data and being billed for it later or is the data part not active at all.
Just playing around with the phone I notice it says connecting via goRogers. This looks like it's using data --- now I'm scared
that I will get a charged for data.

Out of the box, the phone will not access data on its own, but you can (and should) call Rogers and have them block data if you're worried.
