It appears that you don't understand the concept of prepaid service. Bell, Rogers, Teksavvy etc. are all prepaid. Each month when they send you a bill, they are demanding that you pay for future service. You are always paying a month ahead so when you cancel, it makes sense to ask for 30 days notice. Unless you cancel right at your billing date, you will have already paid for some future service so by asking for 30 days notice, they don't have to issue a refund.
As for your question about what are they going to do if you just don't pay your bill and cancel, they can send your unpaid bill to a collection agency and screw up your credit rating. I really don't think 30 days notice is so onerous and in some cases it is beneficial such as when you are switching over services to another provider. As with most things in life, you have to give some notice.

Couple things there. When I had service I believe it was post-paid (meaning I paid for the previous month).
Also even if it's pre-paid as you say now even if he cancelled even if he cancelled before the next billing is applied they still won't allow that - it's 30 days upon letting them know.
I wouldn't disagree about having to give 'some notice'...unless you just don't do business with them for phone and cable...which isn't that hard with other options out there. Even not doing business with them for internet is becoming easier (Wind data stick, Teksavvy, wifi hotspots etc)._______________There's no billing mistakes when you get your TV and phone for free!

I think if you tell them you are moving to another country they don't try to retain you and will cancel for you immediately unless you are on a contract. If your not just say yoru moving works every time I tried it.

I'm fairly certain I read something the CRTC passed a year or two ago that companies would have to cancel immediately now and not 30 days but I guess it never came to fruition.

Ah robbers,
I had a similar experience a few days ago, wanted to cancel my home phone service with them and the same policy applied. However the rep said that if we were to cancel right now, they cut the service immediately and we would lose our phone number that we've had for over 15 years even though you prepaid for service (I assume no/hard refund, in full or part of unused service)
My contract with the devil(robbers) ends on June 9th (cable and internet), invoice dates are always on the 5th of the month so would it be safe to give notice on May 4th or May 5th? I don't want to pay them for a month of service that I won't receive.
Around that time I'll remove my pre-auth credit card. I certainly don't want a ding on my credit history or bad debt collectors hounding me for years.
Also, is it call to cancel only? since it's just over the phone (verbal) with nothing written they can pretty much say whatever.
