Anyone in the Kennedy/Finch area experiencing some heavy throttling that just started in the last few days? I was doing fine up until two days ago or so. I tested with some high-seed torrents, and I'm barely breaking 10k/sec.

Rogers NEVER stopped throttling in Scarbs.
Part of the reason I stopped torrenting._______________

I've been in the clear the last two years. My area was hit pretty hard around 2005/2006, but since then it's been great. Hopefully this is just a network traffic fluke.
