Typically the free HBO/Crave is offered for 12 months at a time.

Were you on an existing retention deal or had set up install date with Bell?
I was on a retention deal with bell, called and complained about the price increases constantly and decided to just switch instead.

I got the 2 year $99 promo and after inquiring about that, I was told Rogers only does contracts for home security and cellphones

Not sure, but my parents' package through the same agent is no contract and price valid for 2 years. I really don't care even if it's 1 or 2 year term, this switch is saving me $17/month from my current teksavvy bill and I can't be bothered to keep changing just to save another couple of bucks.
