IMO, it's the same as a pc webcam, but with a little less lag.

agreed, I used it once legitimately when my wife was on the mainland visiting family and we video called eachother, and i saw her family, and they saw me. It was the same as a webcam over msn, but voice as well, and it was on a phone.
If you are outside, or if there is any background noise, it's almost unusable, my friend and I had N95s and we tried video calling each other a few times, but we couldn't hear each other because of the background noise. I guess if we were using headsets it would have been a lot better, but I don't really need to see him when I'm talking to him.
A lot of the plans come with video calling, so if you and another person happened to have it, it's kinda neat, but I would never pay extra for it, nor would I go out of my way to get a phone with it on it (my new phone doesn't have video calling)

I tried video calling over 3G when I was abroad and thought it was great. Looked like 20+ fps, a lot smoother and better than the webcam experience, and that was on a call from Malaysia to Australia! Frankly I'm surprised its not more popular here.
