As much as I know how important it is to maintain security on scammers, asking for CC to register may be a tad too much.
I think what the owners of this site wants to do is balance out security without compromising business through filtered registration.
The admins of RFD are implementing some sort of scamming security warning soon, as I have read about it somewhere on the forums.

Can we get a list of names of people who have been banned etc and any info to avoid dealing with them again?
How do you avoid them reregistering with another username from a different ip?
We need to put in stogap measures to prevent criminals from taking repeated advantage of honest persons. This is a very popular forum and a lot of people trade on it. What about asking for cc info or something upon registration that eliminates the potential for banned people to return under a different username?

i get where you're coming from.. but it'd be kind hard to prevent repeat offenders from scamming honest people.
i think there was a suggestion for making a sticky with a list of all the users to be aware of, somewhere in the rfd comments and suggestions section.

Online sites become cess pools for criminals. That is the plain truth of it. The anonymity of the internet is the perfect breeding ground for criminal activity. Couple that with a system that is easily abused and you have the perfect storm.
While RFD can not stop crime, they can put a system in place that limits the criminals ability to carry out their activities.
I know the wanker who ripped me is laughing and is already back on here scamming others. Money in the bank.
