Because it wouldn't be profitable otherwise. This is a very nice deal considering that most of the time it's 10 to 15% off and when the 20% comes around it usually at a higher tier of minimum purchase.

I bought the Brian BCS3 hood fan at Rona for $169 a week ago (pricematched). Will they do an adjustment if I bring in the receipt?

It's like restaurants having you buy a drink when they have wing specials. They make a little less money on wings, but make up for it with the drink.
The restaurant example is different. Drinks high margin. If I buy more at Rona, there is no guarantee what I buy is higher margin than the previous item. A smaller item might be higher margin than a $100 item. They still get more revenue if you have to spend $100 but they lose a lot of customers like me who don't have $100 of stuff to buy.

The coupon states that it doesn't apply to previous purchases.

Broan hood fans are 25% off today and tomorrow, so probably you can get a price adjustment (20% does not apply though)

Not sure about snowblowers, but with other items I've added that were already on sale, the 20% discount did not apply.

I was about to pull the trigger on a Venmar hood but the discount code doesn't seem to stack on sale items anymore. It was working about 2 hours ago. Too bad Disappointed Face

Yes, but Rona's prices are 90% of the time higher than Home Depot and Lowe's so often times your not really saving 20%.
