SAP Course-MTCU Sponsered-Scam

Hello !
I am currently a SAP Student at one of the Desi (Indian Owned) institutes in the GTA. I was actually laid off and I was sponsered by the MTCU to join this course. When I met the owner of this institute for the offer letter, he gave a letter to the MTCU saying that the institute will teach for 32 hours a week and that too only Monday to Friday (No weekends). So I submitted the letter to the MTCU and the course was approved. The institute charged $ 15000 for the course which If any one else was self financed costed only $ 8300. Imagine my suprise when on the opening day (Sunday), I was taught for 3 hours and then told to come back only the next Sunday. When I went the next sunday I was taught for just 6 hours and then I came to know that the institute teaches only on weekends (6 hours a week instead of the 32 hours promised) and that the classes are deserted/under lock and key on weekdays. I met the owner and asked him as to why he is operating this way and he told me that this is standard. He also said that the MTCU would never find out and that they donot care too and so that I should keep quiet. When I said that I was actually taking this course so that I get employed as a SAP consultant at the end of the course and that the way that the instructor (a unemployed/under qualified guy teaching at the institute) teaches by just reading from the soft copy course material, he indicated to me (body language) that he does not care. I told him my plan that I would complain to the head of the MTCU as well as to the Toronto Start Investigative reporter but he just does not care. He actually called the MTCU and told them that I was dropping out since I could not follow the course as well as he cut off my SAP System access (which he promised life time access).
To top it all, he got my signature on blank time sheets which he said that he will put in the dates and submit to the MTCU. I cooperated with him 5 months since I actually looked forward to learn SAP and be employed but now I came to know that what the institute teaches will in no way get me employed.
The initial reaction by the MTCU regarding this complaint was that since private SAP institutes like this have an exemption to the PCC (Private Career College act) no financial compensation would be given. I actually donot care about financial compensation (as the Govt. is the one who is sponsering) but on the fact that :

1. Govt. money is being wasted and sent offshore (may be to India or to some tax haven)
2. The person taking the course is wasting his time, money and energy, taking 1/2 baked knowledge which can never featch him a job as the major objective of the institute is to make profit at the cost of the student.

The MTCU rep. actually spoke with the owner of the institute and he had actually agreed to take me back and restore my system access but then he sent me 4 conditions for enrollment which were basically :

1. Retract all my statments (that means that accepting falsely that all my previous statements were false)
2. Never again behave criminally or illegally in the classroom or the premises. if it was found out that I was engaging in such tasks, I would be terminated from the course with immediate effect and that the Desi institute reserves the right to do so.
3. Never talk to any of my batch mates regarding this whole matter. if in the Desi institutes opinion, I was not doing that, they have the right to fire me and I will not be able to chalenge the verdict.
4. Pay the last quota of money from the MTCU at any cost

Of course I refused to sign this. The MTCU Rep. handling the case will come back only on the 4th of Jan 2010.

What are my options now? Is anyone else facing a similar situation as myself?

Hello!
Just an update on the activities. My MTCU counselor mailed me on the 29th. and told me that she has asked the owner of the institute to clarify things. She also told me that she will begin work full time on this case only from Jan. 04/2010.
My next questions is if I can sue the owner of this institute myself. Though the money is Govt. money, he has wasted 6 months or more of my time by delivering a course for 6 hours a week instead of the 32 hours that he had initially promised.
Any RDF member know lawyers specialised in this kind of work? Also this case is a Sure WIN case. So will lawyer take up the case for free and get his fees from the winning of the case?
Please help !

Wasn't there some crackdown and fines levied against scammy schools in Ontario?

These desi SAP institutes are killing the professionals SAP market by offering crappy courses at such low prices. In many cases I have known students to pass the certification only to show up next week to teach the same course.

Well. Atleast it can be taken as a PIL (Public Interest Litigation) case.
Many SAP (All desi run institutes) institutes have been giving false course offer letters which have stated that the courses are run from Monday to Friday, 5 days a week, when in reality it was on one day a week and that too on a weekend (MTCU never sponsers courses like this). So the MTCU calculates Gas money / parking fees / Metro pass for 5 days a week when in reality it is just for one day. Thousands of MTCU sponsered candidates are studying SAP this way. No one will come and expose the desi insitutes as these people themselves pocket the Gas./ Parking /Metro Pass money and work for cash Monday to Friday to suuplimet their EI Income. Now a person who wants to study hard and get employed is getting tossed off. Who can study well when one SAP module is taught by an unqualified person for 60 hours. And then the Desi Institute owner / Instructor advised us to fake our experience and we will get caught at the interview stage 99 % of the time.
The loser is the Canadian Govt. which is seeing depletion of EI/ OSD/ SC money while the pockets of thes desi SAP Institutes owners are getting fatter and fatter and the $$ is being sent off shore.
So the Canadian Govt. is the real loser. I am just fighting to seal this gap.
Any help appricated.

I used a wrong statement / sentence.
First, I was new to SAP Functional Module. It took me 2 months to actually figure what was going on. Also the owner told me that the MTCU was aware that he was conducting classes on weekends and that they accepted it and so I should not worry at all (I am sure that that is a lie from the owner). I also have seen this guy (the owner) only 6-7 times the whole 4-5 months. He is the only Guy at the institute (apart from the instructor) and comes and talks with you only when you need to pay the payment from the MTCU to him or when he needs your signature for false attenedence. Most of the times he come when the class is going on, and walks in and straight out. In the 2 or 3 times that I met him, he assured me that he would set things right but never did.
I did my own networking and learnt that the SAP instruction that I was getting from that institute would never land me a job (unless I bribed the companies in India to give me a job there and then depute me to Canada to work in SAP). He also did not teach the project which is so essential to understand SAP working functionality.
Knowing that I only atteneded 15-16 classes the whole time (4-5 months), I am sure that it was a normal time required to figure things out.

That is a whole diff. story. That involved institutes being unregistered and then offering registered courses. It also involved false advertising.
This case is different.
This is a PCC exempted status institute, meaning that they are offering unregistered courses and that the students are are taking the courses at their own risk (what bothers me is that how can MTCU sponser students on OSD/EI money when the courses are unregistered).
The MTCU has clearly stated that they will not take action against the institute WRT the courses being offered or the refund for course not well taught.
Rather the MTCU is looking at 2 aspects :
1. How can the institute teach on a weekend and 6 hours a week when their offer letter is for 32 hours a week , M-F. No weekends.
2. How the owner of the institute get fake time sheets from the students.

I will be happy to see if justice is done on the 2 points as mentioned.

BTW, I e-mailed my case to the Toronto star investigative reporter who handled that story but yet to get back from him.
