Still seems pretty dead to me..
Overall, the system has a total solar-to-electricity efficiency of 0.28%. (The photocatalytic production of H2O2 from seawater has an efficiency of 0.55%, and the fuel cell has an efficiency of 50%.)
If a solar cell is 14% efficient (quick google result for average solar cell efficiency), round trip from a battery @ 90% that's 45x more power from the same sun.

It's a breakthrough in that we can make H2O2 more efficiently than before, but it's nowhere near a step forward for fuel cell in automotive use. It's actually worse than making hydrogen using simple electrolysis from a photovoltaic panel.
