Again, in case it was not clear...The private seller of a used motor vehicle is required to purchase a Used Vehicle Information Package. For most transfers of vehicles between private sellers, a UVIP is mandatory. Unless the types of vehicle and transfer situations are exempt, the seller is required to supply the purchaser with this package at the time of sale. The purchaser must then present the UVIP to the Driver and Vehicle Licence Issuing Office when transferring the vehicle registration.
By law, a UVIP is required to transfer ownership of an Ontario registered vehicle sold through private sale

Selling a Car: Do I NEED a used vehicle information package?
The thing you buy from the ministry - Do you need to have one in order to sell a car?

I believe the way it works is that you don't need it to sell the car but the buyer has to have it to buy the car. I.e. You don't have to provide it, but the buyer can't buy the car without also purchasing the "package". A lot of sellers provide it because it makes it easier to sell the car--any prospective buyer can have a look at it, and anyone that does buy the car doesn't have to worry about going to get it (and paying for it).

When I bought my motorcycle the seller didn't have the used car package from the MTO. It wasn't a problem, I just had to purchase it for $20 when I registered it.
So the answer is NO, you don't technically need the sellers package, but if you do sell without it, do the buyer a favour and knock $20 off the sale price.

I think the point is, someone needs to purchase it, in order to complete the sale with the MTO. The MTO maintains "the private seller of a used motor vehicle is required" to purchase it, but they aren't about to arrest anyone for allowing the purchaser to buy it. In fact, anyone can walk into an MTO office and buy a UVIP for any VIN they have.
