Just apply the discount on the far right column to any purchase. However, for the redemption discounts with fixed amounts (like 200k = $300) the discount would change slightly depending on the price of the item i.e. the portion above $300 which is not receiving a discount. For everything else, it's a real discount for all products in Shopper's.

if I understand correctly
I pay for the ps4 , 379.99 plus taxes - 150.00 in pco points = 229. plus taxes on 229+34.49=263 and I get back 60000 points.
there are taxes even on discounts?

You always pay taxes on full amount when you are redeeming PCO points.
Your total cost would be: 380 * 1.13 = $429.40 -$150 PCO = $279.40 total cash outlay.
Your discount comes from 40% back on the 150k, which is 60k points.
Your net cost is 429.40 - 60 = $369.40.
Your adjusted before-tax price is 369.40/1.13 = $326.90.
I back out the taxes so you can easily compare $379.99 MSRP to $326.90, equals a discount of -14%.

The redemption discounts in my Excel sheet assumes you have enough points to redeem for the full amount.

price of ps4 pro would be 500000pts 65taxes=200000 pts 40%
depending how much the ps4 pro is on that day. 450 vs 500
200000n regular extra redemption = 300k more atshoppers,

doing the calculation again with that in mind. 565-300=265
