That's a pretty sweet deal for $23. I figure it'll be quite difficult to beat.

Should I stay with Rogers wireless?
My plan ends tomorrow.
should I stay with Rogers or go to Fido?
Right now I'm paying $23 monthly for 200 daytime minutes per month, after 6pm free, free weekends, call display, voicemail.
I guess I could try to negotiate for a new phone and LD minutes, texting minutes, not sure how short I should bargain for in terms of contract: 2 or 3 years? Not sure how far I would be able to negotiate.

actually argh I found out they've been charging me $25. And it does not include taxes or fees, so it ends up being $25 + $7 + taxes and extra fees.
Where should I proceed from now?

Fido won't give you much special treatment as a new customer, they will only offer what is on their website...
the fido retension deals are decent but you should be good with what you have_______________

Definitely call, pretend to cancel, and get a good retention plan, I wouldn't sign a contract though (so you probably wont be able to get a phone)

Fear
I don't know what the fear is with contracts?
As far as I am concerned. There is only one wireless company and that is Rogers. Fido doesn't count, because it is owned by Rogers.
The rest are not GSM so they are not a consideration.
If Rogers offered me a decent plan, I would sign a 10 year contract. Who cares? I am not going to ever switch, and the contract is to stay with Rogers, you can switch plans at any time.

Look Before u leap!
Whenever u decide to go for the new plan.
You should check for the other factors also, rather than talk time and attractive schemes.
Attractive schemes will not remains in longer run.
Most of the companies have changed their policies with out notice after getting the required subscribers.
So check out the other factors of that company also.

The OP has a corporate contract that most people don't qualify for, and is thinking of giving it up--for what?
Sure, some retentions deals are pretty good, but it's not necessary in this case.
Hope he realizes that once the contract expires, he can just go month to month.
If you do re-sign a contract, make sure you get a new phone upgrade. And you don't have to change your plan. I wouldn't._______________
