I think that's the way they are trying to entice people to use the service, since with STD the cost for the driver is basically being downloaded onto the consumer, so unless they offer these promos, you are likely going to be paying more vs. ordering directly. This is not even factoring in potentially higher prices in the STD menu vs. the restaurant's own takeout menu.

A bunch in my area have free delivery on orders over $20.
If you want to maximize the value, keep the order as close to the minimum for free delivery (ie. $20)
You could end up with ~$5 total for tax/tip/delivery doing this.
Still brings you to $15.

Not going to outright condone self referral, but $7 referral goes both ways ($7+$7 = $14 total)
So less immediate savings, but after several orders, can add up.
