From a girl's point of view, I find it kind of disturbing that a guy, who is not dating the girl, who is supposed to be a colleague at work, telling the girl how to dress, especially telling her to wear something more flattering. If a guy at my office told me to dress more sexy, either I'd be screaming CREEP or HARASSMENT!!
Girls, do you agree with me?

hmm.. DACC... I never thought of it in that way, but yes... a guy telling a female how to dress is a bit too invasive.
Now if our guy part-trader actually gave his "hints" as a complement (i.e. Wow..your eyes are so blue! I never noticed how striking they are because of your glasses...) then that is acceptable. Especially if followed by by a wink, or a cute grin, because that could be deemed as flirting.
But then if part-trader is constantly suggesting changes (and in a crude way), (i.e. "you should wear tighter fitting clothing" or "you should show your legs more")... well, then DACC, yes you are absolutely correct. That would be an "ew, please go away" type of comment.

Maybe she's open about receiving fashion tips from work colleagues?

You should ask her out. If it works out great, if not, you can move on. Be careful about building her up in your head too much. You might be creating an image she can't possibly fill, setting yourself up for disappointment.
