Can't find anything about Park Rangers in Ontario. There does seem to be information on Park Wardens:
Law enforcement (Park Wardens)
Park wardens play a key role in supporting the Parks Canada mandate by providing law enforcement services. Their activities focus on the protection of natural and cultural resources, public education and ensuring quality visitor experiences in national parks and national marine conservation areas.
Park wardens are specialized in law enforcement within a national parks context. They accomplish a variety of duties that include the protection of resources through actions aimed at reducing poaching, campground patrols to ensure visitor enjoyment, and conducting investigations. (

As for Park Rangers in Edmonton, they have this little ditty:
Is a Park Ranger a Police Officer?
Park Rangers ensure that river valley visitors follow federal and provincial laws through proactive patrols and education programs. The Rangers can issue tickets for City bylaw violations, certain provincial violations (such as consuming liquor in a public place) and are Peace Officers for the preservation and maintenance of the public peace, but they are not Police Officers. He referred to Jasper National Park, which is a federal park.
The federal park wardens who patrol Jasper are peace officers. Which mean they are the same as police officers within the park. They will therefore enforce the Criminal Code, National Parks Act, any provincial liquour laws, and any other authorities the local authorities want to bestow on them (by-laws and crap like that) That's what i comes down to. It doesn't matter if they aren't called "police". The authorities that people think of when it comes to police, the wardens fufill in the national park. It's both to protect the wildlife and the park itself, and the people who enjoy it / visit it.
Provincial park wardens are a different story entirely.
