I monitored the data usage again yesterday. With no activity at all, it used 300 Kbytes/hour, about 80% in Android OS and 20% in Google Play Services. The phone was fully synced on WiFi before I left my house. It's interesting though that very little of this shows up on Speakout. Foreground data use appears to be counted 1:1, while this constant background data use reported by Android doesn't seem to show up at all.
If I turn off background data then Android doesn't use any mobile data at all, but it keeps telling me that it's crippled, and I can't just access any Google services I need by foreground use on demand the way I would expect. They really, really want you to keep background data on.
It's difficult to say whether it's sync overhead using up the data, or intrusive Google tracking constantly asking your phone what it's doing, but Google seems to spend mobile data like a drunken sailor on a gambling spree spends money.
I also noticed that total data usage by the individual apps/services doesn't add up to the overall total reported by Android. Sometimes the total is less than the sum of the components. How does that happen?
