Same situation here. I went into Spotify help, and it states they are aware there is a delay for confirmation email. I am not sure if this also have anything to do with I using the same paypal account for this 2nd Spotify sign up. I thought Google Store is verifying CC, not sure if Spotify has screening.

For those who got order cancelled for whatever reason, you're out of luck. Here is the answer from Spotify :
