Status of risk in buying used iOS devices?

Status of risk in buying used iOS devices?

So thus far I've found 2 things, iCloud Lock and Canadian IMEI blacklist

So if something is iCloud locked it's a brick, if it's a IMEI locked it's a WiFi only device that can't be used in Canada for Cell service or Data.

IMEI blacklist is always a risk as far as I know since the device could get reported stolen at any time, and I've seen Canadian Carriers do a "revenge blacklist" IMEI's if the previous owner transfers his cell phone contract to a fraudulent party. I don't know to what extent this occurs or how often.

Anyway, here's my main question, can iCloud locks be done retroactively on iPads and iPhones, say if, they were stolen from a store, or some other reason that is impossible to detect when buying on kijiji? Does this happen in practice, isolated cases, or at all?

Bonus question: If the previous owner doesn't pay his bill, do Canadian Carriers lock your IMEI and/or iPad Cell IMEI?

If the iPhone or iPod doesn't have an iCloud account on it when you bought it, then NO, you can't iCloud lock it after the fact.

If someone sells you a phone that's on a contract, and then doesn't pay, then yes, your phone will be blacklisted.

Apparently in US T-mobile provide service where one can check if phone under contract/lease using IMEI number. Is there a way to make sure phone don't get black listed bought over Kijiji? Can we transfer phone ownership to new buyer?

I'm not 100% sure about that in Canada. I know you can check this site to see if the phone's blacklisted already:

You can transfer ownership by getting the seller to call the original provider once the phone's off contact. I'm not 100% sure how it works if the phone is on contract still
