The original price as I know was 3.99$ which you can see from nev's post at Here.
At the end of last week, I found the price was changed to 3.68, and this week I found it was even cheaper as 3.08 which I can not remembered exactly. Today, it is $2.99 plus free shipping. I think it is a great deal considering 1$ off the original price before XMas for a decent mini bluetooth dongle.
I already bought this dongle for 3.99 and I used it for 2 days. It is really very small and easy to carry. The drivers are automatically found when you install it on a Windows XP SP3 system. Everything works great. The only problem is the plastic end which is not that solid. But that usually is not a big issue.
In these days, it usually takes 2~3 weeks to ship to canada according to some RFDers' experience. Please read the last a few pages for recent shipping delay.

Wow, this is dirt cheap. The original price was closer to $6, I think, because I bought one when it first came out. It then dropped lower and lower.
Works well. Only tested it on XP with a headset but the range is excellent. Looks like it works at least about 50' distance. I have friends who said it works with Vista too. It comes with bluesoleil software that you may not even need (I didn't know, I installed it anyway).

Does this turn my laptop into a bluetooth enabled laptop? Also, if so, would my wireless bluetooth headphones work this? Thanks.

Yes it will do both these things, I'm surprised how well it works for such a cheap thing.

Unless you have the skills to operate on chips. And I don't think it is worth doing that.

After a bit of prying and soldering... you can fit it into your UMPC.

Yes, it is possible! People have been adding stuff inside their netbooks since EEE701. Simplest way is to run it parallel to one of your existing USB points (easiest to solder), you can get fancy by adding a dip switch to control its power (so its not always sapping)... anyways you can... with some effort.
